Jordan’s job trends: Women thrive, urban disparities, policy insights - December 24,2023

The Department of Statistics (DoS) has released its semi-annual report on newly created jobs in Jordan during the second half of 2022. This report, both concise and significant, holds comparable importance to any economic analysis of the country. A brief examination of the press release and its analysis underscores the document's value.

 
During challenging economic periods, women emerge as the favoured workforce
In the latter half of 2022, there was a net increase of 3,062 jobs (the number of jobs created minus the number of jobs lost) compared to the first half of the year. This indicates a modest improvement in job creation within the Kingdom.

The majority of newly created jobs, accounting for 71.1 percent, were awarded to males, while the remaining 28.9 percent went to females. Surprisingly, the net increase in newly created jobs for males during the second half of 2022 decreased by 3,178 jobs, while females experienced an increase of 6,240 jobs compared to the first half of the same year.

While some may interpret this as a positive development, especially considering the historically low participation rate of women in the labor force (which has ranged between 12 and 14 percent over the past three decades), it raises a potential hypothesis. It suggests that employers might be hiring women predominantly during economic downturns to exploit the wage gap, paying them less than their male counterparts and consequently reducing overall wage expenses.

The hypothesis that women become preferred employees during challenging economic times due to wage discrimination gains further support from the following observations: the largest share of net newly created jobs is allocated to the 20-29 age group, which typically constitutes a lower-wage demographic. Moreover, the only demographic experiencing job losses is the 40+ age group, considered a higher-wage category. This suggests a potential shift in the job market from high-wage earners to lower-wage groups.

The bias toward hiring more women is particularly evident within the educated demographic. Among individuals with a bachelor's degree or higher, the percentage of newly created jobs for males is 39.2%, compared to 63.7% for females. This data reinforces the notion that women attain more credentials than men to compete for the same jobs, making them the more educated group. Employers, for various reasons, seem to prefer hiring them when economic growth is sluggish, potentially to reduce overall wage expenses.

Is it possible that women shifted towards the public sector? No, as the public sector accounted for only one-fifth of the net newly created jobs. Consequently, the discrimination and resulting demand appear to be predominantly within the private sector. From an economic policy perspective, this emphasizes the need for the government to address the imbalance in the larger private sector before actively promoting the transition of more females into this sector.

Local economic development
What about local economic development? During the second half of 2022, over 60 percent of the total net jobs were created in Amman while only 0.2 percent of the net new jobs were created in Ma’an.

Amman led in net newly created jobs, accounting for 61 percent of the total net jobs created, whereas Ma'an reported the lowest percentage in newly created jobs, with a rate of 0.2 percent of the total net newly created jobs.

Is Jordan a service economy?
Retail trade and repair of motor vehicles and motorcycles constituted the largest category within the net new jobs, accounting for almost 40 percent of the total. Specialists received the highest share, comprising 33.2 percent of the net new jobs, followed by sales and service workers. This trend indicates that Jordan is evolving into a service-based economy. The question arises: do policymakers intend for it to remain this way? It is a question worth exploring.

Quitting and foreigners
Why do Jordanians quit their jobs? The largest percentage (54 percent) underscored inappropriate working conditions and the nature of the job, including factors such as the distance between home and workplace and the long working hours. Note that in another survey, 50 percent of surveyed women refused job opportunities because of transport.

Is it possible that non-Jordanians are competing for the net new jobs and taking them away from Jordanians, as some may claim? The numbers reveal that 88.6 percent of the total net jobs went to Jordanians in the second half, reflecting an improvement over the percentage (87.9 percent) observed in the first half.

For policymakers and pundits, such a report, based on a survey of 50,000 households, may provide a treasure trove of indicators of where policy should operate. Kudos to the Department of Statistics for such transparent and precise effort and outcome.

اقتصاديات المقاطعة 25-11-2023

لم تخل الحملة الأخيرة لمقاطعة منتجات الشركات التي تدعم إسرائيل من الجدل. فبينما يرى البعض أن المقاطعة عمل وطني وواجب، يرى البعض الآخر أن المقاطعة ضارة بالمنتجين والتجار المحليين وسلاسل التوريد المحلية. وبالتالي، فإن قضية المقاطعة تتطلب بعض التحليل.

ما هي المقاطعة الاقتصادية (بويكوت)؟

وفقًا لقاموس كامبريدج، فإن فعل المقاطعة هو "رفض شراء منتج أو المشاركة في نشاط ما كوسيلة للتعبير عن رفض شديد". تم استخدام المقاطعة منذ نهاية القرن التاسع عشر للاحتجاج على الممارسات التي تعتبر غير عادلة. وتأتي كلمة "مقاطعة" (بويكوت Boycott) من اسم تشارلز كننغهام بويكوت وهو وكيل أراضي إنجليزي قام في عام 1890 برفع الإيجار بشكل كبير على مستأجريه في أيرلندا وقام بإجلائهم جماعياً، أدى ذلك إلى اتحاد المجتمع ورفض الدفع له أو العمل معه، مما أجبره في النهاية على المغادرة. ومنذ ذلك الحين، تم استخدام (المقاطعة-بويكوت) كأداة فعالة وغير عنيفة لرفع مستوى الوعي بالقضايا، وكثيرًا ما أدت إلى تغييرات إيجابية.


أمثلة على المقاطعة:

تعتمد فعالية المقاطعة على مستوى الدعم الشعبي الذي تتلقاه، وحجم الشركات المستهدفة، وطول مدة المقاطعة، ووضوح رسالتها. هناك العديد من الأمثلة على المقاطعات الناجحة، ومنها أن المهاتما غاندي قاطع البضائع الأجنبية الصنع، وخاصة البضائع البريطانية، وشجع على استخدام السلع الهندية الصنع بدلاً من ذلك لإظهار الدعم الوطني واسع النطاق للاستقلال من الاستعمار البريطاني. كما نظم مارتن لوثر كينغ جونيور، أحد قادة حملة الحقوق المدنية في أمريكا، مقاطعة حافلات مونتغمري في عام 1955، مما أدى إلى تسليط الضوء على الحقوق المدنية على المستوى الوطني وأدى إلى حظر الفصل العنصري في الحافلات العامة. كما رفضت غالبية الدول في أوائل الثمانينات التعامل مع جنوب أفريقيا أو السفر إليها، مما أدى إلى إنهاء نظام الفصل العنصري هناك.

وفي الآونة الأخيرة، انتشرت مقاطعة منتجات الشركات الداعمة لإسرائيل في جميع أنحاء العالم العربي. وحتى في دول مثل البحرين التي أدلت القيادة فيها ببعض التصريحات والمبادرات التي لم يُنظر إليها على أنها شعبية، فقد نظمت الجمعية البحرينية لمناهضة التطبيع مع العدو الصهيوني اعتصاماً في العاصمة، في 17 نوفمبر 2023، دعمًا لـ الشعب الفلسطيني والمطالبة بإلغاء اتفاقيات التطبيع بين البحرين وكيان الاحتلال.


المقاطعة في الأردن:

مدفوعة بهجمة إسرائيل الإجرامية على المدنيين في غزة وبقية أنحاء فلسطين، بدأت المقاطعة في الأردن بعد 7 تشرين الأول 2023، وسرعان ما اكتسبت شعبية واسعة، بدعم من حركة “المقاطعة وسحب الاستثمارات وفرض العقوبات(BDS)"، (وهي حركة متجذرة وراسخة في الأردن ومعظم أنحاء العالم)، الشركات التي أعلنت أو قامت بدعم إسرائيل من خلال الهدايا العينية أو المالية، مما أثار الحساسيات لدى الأردنيين وغالبية المواطنين العرب.


وبالتالي، أدت المقاطعة إلى إغلاق عدة منافذ بيع مع انخفاض المبيعات، وتضررت سمعة الشركات المستهدفة ومنافذ بيعها، وتسرح بعض موظفيها. كما كان التأثير على الشركات الأم ملموسًا أيضًا، إذ أن من المرجح أن تنخفض أرباحها بالنسبة للاسهم وكذلك أسعار أسهمها. إن حرب المقاطعة الاقتصادية التي يشنها الأردنيون وغيرهم في جميع أنحاء العالم تظهر مؤشرات على فعاليتها، وستتعمق نتائجها إذا ما استمرت لفترة طويلة.

في الأردن، الدولة ذات النمو الاقتصادي المنخفض، ومعدل البطالة الذي يتجاوز 22%، وارتفاع معدلات الفقر، والموازانة الفاقدة للمرونة مالياً، والدين العام المتزايد، تطفو المسألة الاقتصادية والاقتصاد الوطني بسرعة الى سطح الحوار. حيث يرى البعض أن المقاطعة قد تؤدي إلى تفاقم سوء الوضع الاقتصادي والضائقة الاقتصادية الحالية. علاوة على ذلك، تزعم الأصوات المناهضة للمقاطعة أن دولة مثل الأردن، التي ربطت رؤيتها للتحديث الاقتصادي بنمو القطاع الخاص وارتفاع مستويات الاستثمار الأجنبي المباشر، ستعاني من انحراف في خطط التنفيذ الخاصة برؤية التحديث لأن حالة عدم اليقين تحد من الاسثمارات المحلية والاجنبية كما تقلل من الاستهلاك وبالتالي الطلب الكلي، فلا تتحقق المستويات المستهدفة للنشاط الاقتصادي.

ومع ذلك، يجب على المرء أن يضع في اعتباره أنه عادة، في أي وقت تتأثر فيه مجموعة من أصحاب المصالح بسياسة أو قرار أو حالة اقتصادية، يحاول أعضاؤها إقناع الجمهور والجهاز التشريعي والحكومة بأن مصالحهم هي أيضًا مصالح البلد كله. متناسين بذلك دائرية الاقتصاد وتكامله، حيث توفر الخسائر الاقتصادية الفرص والمكاسب للبعض الآخر، وهو المفهوم الذي تم شرحه بشكل جيد في مبدأ "التدمير الخلاّق" لجوزيف شومبيتر وهو مبدأ بنيت عليه فكرة الاقتصاد الحر.

أيضاً، يمكن بسهولة استبدال المنتجات الغذائية المستوردة بمنتجات محلية، مما يساعد على نمو منتجات محلية جديدة وناشئة، بشرط توافر بيئة عمل مناسبة، ويقلل من عجز الميزان التجاري والضغط على الدينار الأردني.

ويظهر التاريخ أن العقوبات المفروضة على الدول أدت في بعض الأحيان إلى استبدال الوارد بالمحلي مما أدى إلى حدوث تقد سريع في النشاط الصناعي. فعندما وضعت هولندا بريطانيا تحت الحصار، ظهرت الأخيرة في غضون سنوات قليلة كدولة صناعية. وعندما فعلت المملكة المتحدة الشيء ذاته مع الولايات المتحدة، ظهرت الولايات المتحدة كقوة صناعية عظمى.

كما أن الدول المحيطة بالأردن التي عانت من عقوبات اقتصادية، أصبحت أكثر صناعية من خلال الاعتماد على الذات. ومثل هذه الأمثلة كثير، وهي ليست إلا تجليات للقول العربي "الحاجة أم الإختراع" والاردن لن يكون الاستثناء. ولذلك، على الرغم من أنه قد تكون هناك خسائر وتكاليف للتكيف يتحملها المشترون والبائعون على المدى القصير وربما الوسيط، فإن التأثير على طويل المدى قد يعوض الاقتصاد بشكل جيد ويقويه.

علاوة على ذلك، هناك تكلفة في الحروب الاقتصادية، كما هو الحال في الحروب العادية. تحمّل هذه التكلفة أمر مقبول من حيث المبدأ، وطالما أنه يدعم التطلعات الوطنية للبلاد ويلحق الضرر بالعدو. ولذلك، وفاءً واحتراماً لإخواننا وأخواتنا وأبنائهم في غزة يجب أن يستمر الأردنيون في المقاطعة وأن يظهروا عزتهم ووطنيتهم من خلال المقاطعة على المدى الطويل. أما من منظور اقتصادي بحت، يجب علينا أن ننظر إلى تكاليف المقاطعة على أنها بعض تكاليف الحرب الاقتصادية، ومجموعة من الفرص لتنمية الصناعة والمنتجات المحلية.

The economics of boycotts- Nov 23,2023

The recent campaign to boycott the products of companies that are believed to support Israel has not been without controversy. While some view the boycott as a patriotic act and duty, others see the boycott as harmful to the local producers, traders, and the domestic supply chain. Consequently, in light of the Israeli attack on Gaza, marked by a vicious disregard for the lives of vulnerable civilians, especially women and children, and considering the economic repercussions of the boycott on Jordan, it is imperative to delve into this complex issue.

What is a boycott?

According to the Cambridge Dictionary, the act of boycotting is defined as "refusing to buy a product or take part in an activity as a way of expressing strong disapproval." Boycotts have been employed since the end of the 19th century to protest practices deemed unfair. The term "boycott" originates from the name of an English land agent, Charles Cunningham Boycott, who substantially increased rent for his tenants in Ireland, leading to mass evictions.

In response, the community united, refusing to pay or collaborate with him, ultimately compelling his departure. Since then, boycotts have proven to be an effective, nonviolent tool for raising awareness of issues and have often resulted in positive changes.

Examples of boycotts
The effectiveness of a boycott depends on the level of public support it receives, the size of the target companies, the duration of the boycott, and the clarity of the boycott’s message.

Some examples of successful boycotts include: Mahatma Gandhi boycotting foreign-made goods, particularly British goods, encouraging the use of Indian-made products to demonstrate widespread national support for independence. In 1955, Martin Luther King Jr. and the Montgomery Improvement Association organized the Montgomery Bus Boycott, catapulting civil rights into the national spotlight and leading to the outlawing of segregation on public buses. In the early 1980s, the United States and other countries refused to engage in business or travel to South Africa, contributing to the end of the apartheid system there.

Recently, boycotts of products from companies that support Israel have spread throughout the Arab world. Even in countries like Bahrain, where the leadership has made statements and overtures that were not viewed as popular, the Bahraini Society Against Normalization with the Zionist Enemy organized a sit-in in the capital on November 17. The purpose was to express support for the Palestinian people and demand the cancellation of normalization agreements between Bahrain and the occupying entity.

The boycott in Jordan
Motivated by the criminal onslaught on civilians in Gaza and the rest of Palestine, the boycott in Jordan began after October 7, 2023. It quickly gained ground, supported by the "Boycott, Divestment, and Sanctions (BDS)" movement, which is well-established in Jordan and many parts of the world. Companies that appeared to support Israel through in-kind and financial gifts have provoked the partisan sensitivities of Jordanian citizens and the Arab world.

Consequently, the boycott resulted in the closure of several outlets as sales dropped, damaging the reputations of the target companies and their outlets, and leading to employee layoffs. Moreover, the impact on the parent companies has been felt, with a likely drop in earnings per share and a corresponding decrease in stock prices. The economic war waged by Jordanians and others worldwide is showing signs of effectiveness, especially if it continues for an extended period.

However, at home in Jordan—a country facing low economic growth, a double-digit unemployment rate, rising poverty rates, a fiscally inflexible budget, and growing public debt—the economic question arises quickly. According to some, the boycott may worsen the current economic malaise. Moreover, those against the boycott claim that a country like Jordan, which has, rightly or wrongly, based its modernization vision on the growth of the private sector and foreign direct investment, would likely suffer from a derailment in its implementation plans. This uncertainty could hamper both domestic and foreign investment, affecting the targeted levels of economic activity.

However, it is important to be mindful that typically, when a group is affected by an economic policy or condition, its members attempt to convince the public and the legislature that their interests align with those of the whole country. Meanwhile, they may overlook the circularity of the economy, where the economic losses of some provide opportunities and gains for others—a concept well explained in the Creative Destruction principle of Joseph Schumpeter. Imported food products can be easily replaced by domestic ones, helping grow local new and nascent businesses, provided there is a proper business environment. This also reduces the trade balance deficit and pressure on the Jordanian Dinar.

History shows that sanctions imposed on countries led to import substitution, triggering rapid industrialization. When Holland placed Britain under siege, the latter emerged within a few years as an industrial power. Similarly, when the UK did the same to the US, the US emerged as a superpower. Among Jordan’s surrounding countries, those that faced economic sanctions became more industrialized and self-reliant. Such examples are manifestations of the Arabic saying, “Necessity is the Mother of Invention.” Jordan should not be the exception. Therefore, even though there may be short-term losses and adjustment costs for buyers and sellers, the long-term impact may well compensate the economy and strengthen it.

Moreover, in an economic war, like in regular wars, there is a cost. Bearing such a cost is an accepted principle, as long as it supports the national aspirations of the country and causes harm to the enemy.

 Therefore, in loyalty and deference to our brothers and sisters and their children in Gaza, Jordanians should continue the boycott and demonstrate their proud and patriotic mettle by taking the boycott into the long run. From an economic perspective, we must view it as some of the cost of war, and a set of opportunities to grow local industry and products.

الإبادة الجماعية الإسرائيلية يجب أن تفشل - 15-11-2023

الهجوم على غزة، أكبر سجن في العالم ومعسكر الاعتقال الجماعي الوحيد في العالم، سيكون قد أدى بحلول وقت نشر هذا المقال إلى مقتل أكثر من 12000 فلسطيني، أكثر من 5000 منهم من الأطفال، وإصابة مئات الآلاف، بعضهم بجروح خطيرة. وبالإضافة إلى ذلك، تم تهجير أكثر من 1.65 مليون من سكان غزة من شمال غزة إلى جنوبها. هل تعني الإبادة الجماعية (والتطهير العرقي) أن إسرائيل تنتصر؟ لا.

بداية، ووفقًا للاتفاقية الدولية للإبادة الجماعية (1948)، تشير الإبادة الجماعية إلى أفعال محددة (مثل القتل أو تعمد إلحاق ظروف معيشية تهدف إلى تدمير مجموعة ما كليًا أو جزئيًا) يتم اتخاذها لتدمير جماعة ما كليًا أو جزئيًا بما في ذلك لأسباب عرقية أو قومية.

إسرائيل وتقدموا بطلبات للحصول على الإقامة في دول أخرى.

هناك شعور مفاجئ ومتزايد بين الغالبية العظمى من الجماهير العربية، وليس بالضرورة كل حكامها، بأن الدولة والجيش اللذان لا يقهرا، يقهران. وأن من الممكن هزيمتهما ببعض من الإرادة والعزيمة وشيء من القوة العسكرية. وبالتالي، عاد إلى الظهور الاعتقاد بأن ما تم أخذه بالقوة يمكن استعادته، بالقوة أيضًا. وهو ما يتجلى في الهتافات والمظاهرات التي خرج بها ملايين العرب، وغالبيتهم من الشباب، في جميع أنحاء المنطقة.

لقد تغيرت مشاعر العالم نحو هذا الكيان المارق. فحسب إحصاءات ظهرت مؤخرا، أكثر من 80% من شعب الولايات المتحدة يعتقدون أن إسرائيل ليست على حق. وكانت المظاهرة التي شارك فيها أكثر من مليون شخص في لندن وحدها قبل بضعة أيام دليلاً أكبر دليل على حدوث تحول. وعلى الرغم من الدعم الكامل لإسرائيل في الأيام الأولى من شهر أكتوبر/تشرين الأول من قبل قيادات دول عظمى، فقد شهد العالم تراجع وتخفيف من حدة التصريحات السابقة، ليس لأنهم أصبحوا مستنيرين فجأة، بل لخروج الناخبين إلى الشوارع مطالبين بوقف اعتداءات اسرائيل.

 لنأخذ على سبيل المثال حدثا يحصل لأول مرة، وهو إقالة وزيرة الداخلية البريطانية السابقة، سويلا برافرمان، وهي ابنة مهاجرين هنديين، تتبع البوذية ومتزوجة منذ عام 2018 من رائيل برافرمان، وهو يهودي مهاجر من إسرائيل وولد في جنوب إفريقيا. فقد طلبت في أكتوبر/تشرين الاول من الشرطة في المملكة المتحدة أن تكون أكثر صرامة مع المتظاهرين وإخماد المظاهرات المؤيدة للفلسطينيين كما تعدت على الإسلام والعرب في خطاباتها السابقة. لم يكن ليلاحظ أو يهتم أحد بمثل هذه التصريحات والإهانات العنصرية التي أدلت بالكثير منها في الماضي وخاصة أنها تتناول أقلية ضعيفة التمثيل في العملية الانتخابية هناك. وربما ساهمت تصريحاتها المضادة للعرب وقضيتهم في مسيرتها السياسية حين تلقت الدعم من مجلس نواب اليهود البريطانيين وهو ثاني أقدم تكتل أو جماعة ضغط في بريطانيا أسسه اليهود السيفارديم عام 1776.

وفي الولايات المتحدة الأمريكية، رفع مركز الحقوق الدستورية دعوى قضائية فيدرالية في 13 نوفمبر/تشرين الثاني، تحت عنوان "الحركة الدولية للدفاع عن الأطفال – فلسطين وآخرون. يقاضي الرئيس بايدن ووزير الخارجية بلينكن، ووزير الدفاع أوستن" لفشلهم في منع بل وتواطؤهم في الانتهاكات الإسرائيلية والإبادة الجماعية التي تمارسها الحكومة ضد الفلسطينيين في غزة نيابة عن منظمات حقوق الإنسان الفلسطينية والفلسطينيين في غزة والولايات المتحدة.

إن العالم يتغير، لكن نتنياهو فشل في رؤية ذلك، كما أنه يعتقد أنه سيخسر الكثير إن تم الإطاحة به في الانتخابات وأن يسجن كما حصل لايهود اولمرت. وقد فاجأه هجوم حماس في 7 أكتوبر 2023 حيث لم يكن يتوقع أن تشن مثل هذه المجموعة القليلة المحاصرة في غزة مثل هذا الهجوم الضخم وتنتصر. بتحقيق ما أنجزته من أضرار مادية ومعنوية منها تحطيم صورة إسرائيل التي لا يقهر جدارها الحديدي (جيشها) كما أسماه زييف جابوتنسكي فيلسوف الحركة الصهيونية في عام 1903.

لكي يُعاد انتخاب نتنياهو (وإلا سينتهي به الأمر في مزبلة التاريخ والسجن)، عليه أن يحقق فوزاً حاسما يكون واضح للجميع بحيث يمحو الخوف المتولد في إسرائيل، والشعور بالانتصار بين الجماهير العربية. وهو ما يفسر نهجه المزدوج: الأول هو الإبادة الجماعية الشبيهة بالهولوكوست، والثاني هو التطهير العرقي. ولقد حصل على الضوء الأخضر للتطهير العرقي من الغرب بحسب مصادر منذ عام 2007، لكن آراءهم تغيرت وسط الضجة العالمية حول انتهاكات اسرائيل وجرائم حربها في غزة. ويتجلى الأول بوضوح من خلال قصف المستشفيات والمدارس حيث من المتعارف عليه أن يتجمع الناس خلال الحروب في هذه الأماكن بحثًا عن مساحات آمنة. ولكن بالنسبة لنتنياهو، صاحب الهولوكوست الفلسطيني، فإن مثل هذه الأماكن توفر له فرصة لقتل الكثير من الفلسطينيين بسرعة وبدون مقاومة تذكر وبتكلفة أقل.
لماذا ستفشل إسرائيل؟ لأن العالم لم يعد كما كان، لا يمكن إخفاء الفاشية والنازية الاسرائيلية عن العالم. نحمد الله على شبكات التواصل الاجتماعي ومواقعها حيث يتم كشف الأكاذيب رغم المؤسسات الإعلامية الرسمية الخاضعة لإسرائيل وداعميها.

Israel’s genocide must fail- Nov 16, 2023

The attack on Gaza, the world’s largest prison and only concentration camp will have resulted by the time this article is published in 12,000 Palestinian lives, over 5,000 of them are children, and hundreds of thousands are injured, some severely. In addition, over 1.65 million Gazans have been displaced from the North to the south of Gaza. Does genocide (and ethnic cleansing mean that Israel is a victor? Not necessarily!

To start, according to the International Genocide Convention (1948), genocide refers to specific actions (such as killing or deliberately inflicting conditions of life calculated to bring about the destruction of a group in whole or in part) taken to destroy, in whole or in part, the group targeted, including on ethnic or national grounds. This is exactly what Israel is doing (cutting off water, food, mobility, fuel and energy, hence, let us call a spade a spade!


The cost of war: $50 billion
From a purely economic perspective, the cost of the war to Israel has surpassed $50 billion so far. In addition, present and expected future government revenues decreased, thus resulting in growing budget deficits.

There is also a forfeiture of domestic and future investment inflows and a domestic and global sense of enhanced uncertainty and doubt about the sustainability of the renegade state. Losses of lives in the battle against Hamas and the planned genocide and ethnic cleansing of Gaza are not made public, but they are significant. Israel’s known policy from the days of Nakba, the ethnic cleansing of Palestinians in 1948, was to hide their losses and allow Arab media to show the Arab losses to create fear and forced displacement. Moreover, despite the much-touted myth of the promised land, hundreds of thousands of Israelis have left Israel and applied for residency elsewhere.

Among the vast majority of Arab masses, and not necessarily all their rulers, there is a sudden and growing sense that the invincible state and its army are not so invincible, and with will and some military power can be defeated. Consequently, resurfaced is the belief that what has been taken by force can be retaken, also by force. This outcome is apparent in the chants and demonstrations by millions of Arabs, particularly the youth, throughout the region.

World sentiments have changed. Over 80 percent of the people in the US believe that Israel is not in the right. Over 1 million people demonstration in London alone a few days ago is evidence of a shift. Despite cart-blanche support to Israel in the first days of October, the world has witnessed some backtracking and softening of their statements, not because they have suddenly become enlightened but because their electorate has walked the streets in such powerful determination to right a wrong.

Let us take for example the sacking of the now-former Home Secretary of the UK, Suella Braverman. She is the daughter of Indian immigrants, a Buddhist married to Rael Braverman, an immigrant Jew from Israel and formerly South Africa who stated that intercultural coexistence has failed in Britain. She asked the police in the UK to be tougher on demonstrators to silence the pro-Palestinian demonstrations. Such statements and racial slurs she had made in the past had gone unnoticed and probably contributed to her political career as she received support from some (such as the Board of Deputies of British Jews).  

In the USA, the Center for Constitutional Rights filed a federal lawsuit on November 13, “Defense for Children International—Palestine, et al. v. Joseph Biden, et al., on behalf of Palestinian human rights organizations and Palestinians in Gaza and the U.S. Plaintiffs are suing President Biden, Secretary of State Blinken, and Defense Secretary Austin” for their failure to prevent and their complicity in the Israeli government’s genocide against Palestinians in Gaza.

The world is changing
The world is changing, yet Netanyahu is failing to see this but he figures that he has much to lose, the Hamas attack on October 7, 2023, has caught him and his fledgling Cabinet off guard. It was not expected that such a besieged vulnerable group in Gaza would wage such a massive attack, and win.

For Netanyahu to be reelected (and not end up in the dustbin of history and jail) he has to achieve a counter-win, one that is so apparent to all to wipe away the generated fear in Israel, and the sense of triumph among Arab masses, which explains his twin approach: a Holocaust-like Genocide or ethnic cleansing. The latter had been given the green light from the West according to sources since 2007, but opinions have been shifting amidst the world uproar.  The former is demonstrated by bombing hospitals and schools where people in war have traditionally gathered in search of safety; to Netanyahu, such places offer him the opportunity to kill more with less.

Why will Israel fail? The world is no longer the same. Information cannot be kept hidden from the world. Thank God for social media where ultimately all lies will be exposed, and the electorate in democratic states shall move against their bought-out representatives and force them to listen. The world is listening and watching!

Leveraging bad advice - Oct 26,2023

A closer examination of recent and not-so-recent publications from the IMF and World Bank reveals statements like "Jordan's economic transformation remains contingent on identifying opportunities to expand the economy's outward orientation and to implement reforms needed to promote private sector-led growth and job creation." These statements serve as policy guidelines and are deeply ingrained in the current Jordanian development paradigm. However, breaking down these components shows the inherent problems with such vague rhetoric.

Does "expanding the economy's outward orientation" imply that Jordan should become even more open? The trade (exports plus imports) to GDP ratio already exceeds 85%; should it be increased further? But why? The annual trade deficit is over US$12 billion in a US$48 billion economy. Should Jordan intentionally increase this deficit? How would it address the growing trade deficit? It's clear that more openness is not the solution.

What about "private sector-led growth"? Does it mean that the private sector alone will be responsible for growth, while the government remains a bystander or merely changes legislation without taking substantial action? Such a belief is naïve. It's a misconception to think that recovery depends solely on foreign direct investment (FDI), tourism revenue, and remittances, none of which are internally generated. This reliance on external sources is risky, especially in an unstable regional environment.

Relying on these external factors without developing the domestic sector is a dangerous approach. The World Bank and the IMF seem far removed from reality. Policymakers should not blindly adopt this paradigm. Instead, they should take it with a grain of salt and avoid falling for the lemonade they're selling.


PS: I apologize for not writing this piece exclusively about Gaza, and I am sorry that I talk about economics while my brethren and loved ones are in harm's way a few hundred miles away. It is not because of insensitivity but because the heart hurts—I wish them victory.

اللوبي الإسرائيلي في الولايات المتحدة 26/10/2023

يتركز غضب الجماهير العربية على العديد من الدول في الغرب مثل الولايات المتحدة الأمريكية والمملكة المتحدة وفرنسا، بسبب مواقفها القاسية تجاه حقوق الإنسان العربي وما تقدمه من دعم تام سواء عسكريا كان أو سياسيا لإسرائيل، ذلك الكيان المحتل الدخيل الذي اخترق كل القوانين الدولية وأفلت، بتفرد عن غيره من الدول، من عقوبات جرائم الحرب مرارًا وتكرارًا. من المهم أن نفهم مصادر وأسباب تحيز هذه الدول الديمقراطية وغيرها من الدول.

لماذا يحظى الكيان الصهيوني، هذا المخترق السافر لحقوق الانسان، بدعم دول متقدمة وديمقراطية تتوشح بباع طويل من الكفاح لتحقيق منظومة حقوق الانسان؟ لقد كانت الإجابة واضحة للغاية في كتاب "إنهم يجرؤون على التحدث علناً: الناس والمؤسسات يواجهون اللوبي الإسرائيلي"، والذي نشره بول فيندلي، النائب في الكونغرس الأميركي السابق، في عام 1985. حيث يذكر الكتاب أن إسرائيل تمكنت من الاستفادة من العملية الديمقراطية في أمريكا (وهو ما ينسحب على الغرب بشكل عام) من خلال التأثير على نتائج الانتخابات والعمليات السياسية وإدارة القرارات والتشريعات والإجراءات لصالحها من خلال مجموعات ضغط رسمية وغير رسمية.

تشمل مجموعات الضغط الرسمية "المسيحيون المتحدون من أجل إسرائيل"، وهي أكبر جماعة ضغط مؤيدة لإسرائيل في الولايات المتحدة؛ و"لجنة الشؤون العامة الأمريكية الإسرائيلية (إيباكAIPAC) "، التي تمارس ضغوطًا مباشرة على الكونجرس الأمريكي؛ و"مؤتمر رؤساء المنظمات اليهودية الأمريكية الكبرى"، الذي يتصل بالسلطة التنفيذية لحكومة الولايات المتحدة نيابة عن الجالية اليهودية. أما مجموعات الضغط غير الرسمية فهي أوسع نطاقًا وتحتوي على عدد كبير جدًا من المنظمات المؤثرة التي لا يمكن ذكرها جميعا هنا.

تقوم مجموعات الضغط هذه بالاتصال بالسلطتين التشريعية والتنفيذية للحكومة في الولايات المتحدة، وتضخ الأموال والأصوات في الحملات الانتخابية للأشخاص الذين يؤيدون إسرائيل، وتحتفظ بإحصائيات وسجلات حول الأفراد الذين لا يدعمون إسرائيل (ولو أن عدم الدعم حدث مرة واحدة)، وتضمن أن إسرائيل دائمًا فوق الشبهات.

كان على كل رئيس للولايات المتحدة منذ منتصف الستينيات أن يسعى للحصول على دعم جماعات الضغط هذه، وأن يمطر إسرائيل بوعود البنادق والورود والمحبة غير المتناهية، والتأكيدات على التزامه ببقائها ورفاهيتها، بل وذهب البعض إلى أبعد من ذلك بزيارة إسرائيل، وتطور الامر الى التنافس على الوقوف والصلاة على حائط البراق في القدس (أو المبكى كما يدعون) وهو يرتدي القلنسوة لإظهار ولائه (على سبيل المثال، عشرة بالمائة من مجلس الشيوخ الأمريكي متواجد في إسرائيل حالياً لإبداء تأييده لعنجهيتها).

وبغض النظر عن أجندة أي من الاحزاب الأمريكية، فإن دعم إسرائيل أمر من قبل الحزب أمر لابد منه، إذا أظهر الرئيس بعض الحياد تجاه الحق العربي في فلسطين، كما هو الحال في حملة ولاية باراك أوباما الثانية في عام 2013، يقوم اللوبي اليهودي بضخ الأموال لنصرة خصمه ومثال على ذلك أنفق الملياردير الأمريكي الإسرائيلي شيلدون أديلسون حوالي 100 مليون دولار أمريكي لدعم حملات معارضي أوباما. كما أن اللوبي الإسرائيلي يستطيع أن يعطل الأجندة المحلية (إصلاحات، نفقات، رسوم، وغيره) لأي رئيس يتشدد في تلبية طلبات إسرائيل، كما حدث حين طلبت إسرائيل 10 مليار دولار كقرض (حسب القانون الأمريكي فان أي قرض لإسرائيل يصبح منحة بعد مرور عام عليه، لذلك تشدق انصار اسرائيل آنذاك بأنها لم تتخلف ابداً عن سداد ديونها للولايات المتحدة) لبناء الجدار الفاصل في فلسطين، ورفض ذلك جورج بوش الاب أول وهلة ثم عاد وقدم القرض تحت شروط واهنة لم تلتزم بها إسرائيل لاحقاً ليأتي هذا الجدار العنصري كشاهد للعصر على هيمنة المحتل.

ومن ناحية أخرى، عندما يقدم الأميركيون العرب تبرعات للحملات الانتخابية، يتم إعادة الأموال مباشرة للمتبرعين مع رسالة شكر. ومثال على ذلك قصة المحامي اللبناني الأميركي جو جميل الذي أعيد شيك مساهمته في الحملة الانتخابية لجورج بوش الاب بسرعة؛ ربما لكي لا يوسم الرئيس على انه مناهض لإسرائيل او مناصر للعرب، ولقد علق في حينه القس جيسي جاكسون المرشح للانتخابات الامريكية في حينه بأن العرب أصبحوا زنوج أمريكا الجدد.

لماذا لا توجد مجموعات ضغط مؤيدة للعرب؟ هناك العديد من جماعات الضغط العربية في الولايات المتحدة. لدى المملكة العربية السعودية ومصر وليبيا والإمارات العربية المتحدة جماعات ضغط. لكنهم ليسوا متحدين؛ ولا يشكلون لوبياً عربياً اهتمامه الرئيسي، على عكس اللوبي اليهودي، هو قضية فلسطين. كل من هذه الجماعات تهتم بمصالح بلدها، ولهذا السبب، من بين أمور أخرى، فإن تأثيرها ضئيل جداً مقارنة باللوبي الإسرائيلي.

بناءً عليه، هل الرأي العام مهم؟ نعم، لقد تحسن وعي الناس في جميع أنحاء العالم بعدالة النضال الفلسطيني بفضل وسائل التواصل الاجتماعي والجهات الفاعلة غير الحكومية، وبذلك فان غالبية أو قسم لا يستهان به من هذه الشعوب كأفراد أصبح أكثر دراية بالقضية الفلسطينية.

ولكن ما أهمية هذا؟ إسرائيل تعلم أن زعماء هذه الديمقراطيات لا يهتمون إلا بالعملية الانتخابية وجماعات الضغط القوية التي تسيطر على مؤسساتها. وللتأكيد على ذلك، فإن الديمقراطيات تدار من قبل مجموعات المصالح الخاصة؛ وكلما زادت قوة هذه المجموعات في الضغط على الدبلوماسيين والعملية الدبلوماسية، ازدادت سيطرة إسرائيل لتتمتع بنفوذ كبير في هذه الدول من خلال مجموعات المصالح الخاصة واللوبيات التابعة لها بينما لا يملك العرب شيئا من ذلك.

لذا، لا ينبغي للعرب أن يتوقعوا العدالة أو المعاملة المتساوية من الولايات المتحدة وغيرها من الديمقراطيات الغربية.

The Tale of the Tail that wags the Dog: Israel’s Lobby in the US - 24 October 2023

Currently, there is anger amongst the Arab masses towards the West for their callous attitude toward Arab human life and their apparent total support for Israel, the occupier who has broken every international law and got away with murder(s) time and again. At times like these, it is important to understand the sources and causes of this seemingly unjustified bias. 

Why does Israel have such support in democratic countries?
The answer was made ever so clear in the book They Dare to Speak Out: People and Institutions Confront Israel's Lobby, which was first published in 1985 by former US Representative Paul Findley. The book states that Israel has been able to utilize the democratic process by influencing election results and political processes to its advantage through formal and informal lobby groups.

The formal lobbying groups include the “Christians United for Israel”, which is the US largest pro-Israel lobby; the “American Israel Public Affairs Committee (AIPAC)”, which directly lobbies the United States Congress; and the “Conference of Presidents of Major American Jewish Organizations”, which contacts the executive branch" of the US government on behalf the Jewish community. The informal lobbying group is even wider and contains too many organizations to mention.

These lobbying groups contact the legislative and executive branches of government in the US, pour money and votes into election campaigns of persons who support Israel, keep a tally of individuals who do not support Israel, and ensure that Israel is always beyond reproach.

Every US president since the mid-1960s has had to seek the support of these lobbying groups, and shower their constituents with promises of guns and roses to Israel and affirmations of his commitment to its survival and welfare. Some have even gone as far as visiting the Wailing Wall in Jerusalem wearing the kippah to display their loyalty.

No matter what the US party agenda is, support for Israel is a must. Should a president show some neutrality toward the Arab-Israeli conflict, such as in the case of Barack Obama’s second term campaign in 2013, funds would flow in to support his opponent--American Israeli billionaire Sheldon Adelson poured US$ 100 million into campaigns opposing the election of Obama.

On the other hand, when Arab Americans make donations to campaigns the money is returned with a thanks-but-no-thanks note. The case of the Lebanese-American lawyer, Joe Jamail whose contribution to the George H. Bush presidential campaign was speedily returned; possibly in order not to upset the Jewish lobbying groups. The incident was later noted by Reverend Jesse Jackson. 

So why are there no pro-Arab lobbying groups?
There are several Arab lobbying groups in the USA.  Saudi Arabia, Egypt, Libya, and the UAE all have lobbyists on Capitol Hill but unlike their Israeli counterparts, they are not united. They do not form an Arab lobby whose main interest, unlike the Jewish lobby, is the question of Palestine. Each of these lobbies is concerned with its country’s interests, which is why, among other things, their impact pales next to the Israeli lobby.

Does public opinion matter?
It does not. Yes, people’s awareness worldwide of the justice of the Palestinian struggle has improved thanks to social media and non-state actors, but so what? Israel knows that the leaders of democracies only care about the electoral process and the powerful lobbies that control it. To emphasize, democracies are run by special interest groups; the more powerful these groups are at lobbying diplomats and diplomacy, the more control they have. Israel has great clout through its special interest groups and its lobby, the Arabs don’t. Therefore, Arabs should not expect fairness or equitable treatment from the US and other Western democracies.

أسعار البنزين هنا وهناك 12-09-2023

 قررت لجنة تسعير المشتقات النفطية رفع أسعار البنزين السوبر في الأردن اعتباراً من 1 ايلول 2023، وحتى نهاية الشهر ليبلغ بذلك 1.7 دولارا للتر الواحد، بينما يبلغ متوسط سعر بنزين أوكتان 95 حول العالم 1.35 دولارا للتر الواحد، مما يعني أن السعر في الأردن يفوق المتوسط العالمي بنسبة 26%..

وقد يعتقد البعض أن هذه النسبة هزيلة ولا تستحق التداول فيها. كما أن هذه المقارنة تعنى بالمتوسط، وتخفي الاختلاف الكبير في هذا السعر بين البلدان بسبب الدعم أو الضرائب في كل بلد. وعادة ما تكون أسعار في الدول الغنية أعلى في حين أن الأسعار في الدول الفقيرة والبلدان التي تنتج وتصدر النفط تكون أقل بكثير (الأردن من بين الاستثناءات لهذه القاعدة).

عند تحليل ومقارنة الأسعار، يحتاج المرء إلى النظر ليس إلى الأرقام المطلقة فقط بل وإلى الدخل النسبي في البلد لتتم مقارنة السعر الى الدخل في البلدان المختلفة والوقوف على عبء تسعير المشتق النفطي على المواطن أو السكان، فليس من الحصافة أو حتى العدالة أن نعتقد أن وقع السعر في الأردن على دخل المواطن فيه مثل وقع ذات السعر على دخل المواطن في بريطانيا أو ألمانيا مثلا، لأن دخل المواطن في هذه الدول أعلى منه بكثير من دخل المواطن الأردني.

يبلغ السعر النسبي للتر البنزين أوكتان-95 حوالي 15 بالمئة من الدخل اليومي للشخص في الأردن، مما يضع الأردن في المرتبة الثانية عشرة كأغلى دولة في العالم العربي من حيث سعر بنزين الأوكتان-95 ، أي أن السعر لدينا أعلى من السعر في 11 دولة عربية أخرى.

وبالأرقام المطلقة (أي من حيث سعر البنزين فقط ودون التطرق للدخل)، فإن الأردن يحتل المرتبة الخامسة عشرة بين الدول العربية، أي أنه الأغلى بين الدول العربية التي تتوفر بيانات حول تسعيرتها.

وفي الولايات المتحدة الأمريكية، حيث يبلغ الدخل 18.2 ضعف نظيره في الأردن، يُباع بنزين أوكتان 95 بسعر 1.09 دولار أمريكي للتر الواحد، وفي بعض الولايات يصل إلى 0.7 دولار أمريكي للتر الواحد. أي أنه أقل بكثير من السعر لدينا رغم أن دخل المواطن هناك أضعاف أضعاف دخل المواطن الأردني. تخيل ما سينجم من شغب وفوضى في الولايات المتحدة إذا تم رفع سعر اللتر هناك إلى 31 دولارًا وهو ما يعادل السعر لدينا منسوباً إلى الدخل.

وحتى في ألمانيا، حيث يبلغ متوسط دخل المواطن ما يزيد عن 12 ضعف الدخل في الأردن، يبلغ السعر دولارين للتر الواحد. وإذا ما قارنا السعر بالدخل فان السعر لدينا يعادل 20.5 دولاراً للتر الواحد هناك.


أيضاً، يمثل سعر لتر البنزين في ألمانيا 1.6% من متوسط الدخل اليومي هناك بينما يمثل سعر البنزين في الأردن 15 في المائة من متوسط الدخل اليومي، وبعبارة أخرى، فان وطء سعر البنزين على الدخل لدينا أعلى بعشرة أضعاف وطء السعر على الدخل في المانيا.

حسب موازنة 2023 فان الضرائب على أسعار المحروقات ارتفعت من 652 دولار في عام 2015 الى قرابة 1.5 مليار دولار في عام 2019، وحسب بعض المصادر بلغ مجموع الضرائب في 2022 1.7 مليار دولار وذلك لان الحكومة لم تقم برفع الأسعار حينها مما كلفها (حسب التصريحات الرسمية) 774 مليون دولار، لذا، من الممكن ان تبلغ الضرائب والرسوم على المشتقات النفطية حوالي 2.5 مليار دولار أو ما يقارب 1.7 مليار دينار أردني، وهو ما يعادل 5% من الناتج المحلي الإجمالي.

قد يعتقد البعض أن أسعار البنزين في الأردن تخضع لضرائب باهظة بالأرقام المطلقة وهو اعتقاد صائب حسب رأي الكثيرين، فقطاع الطاقة تعرض للكثير من المحن والتخبط وأحياناً، بعض الغموض والضبابية.

من ناحية أخرى، اذا ما قارنا الضرائب وحجمها في الأردن بتلك في دول أخرى، فان الضرائب على الوقود في الدول المتقدمة تذهب هناك، حسب مبادئ الحوكمة السليمة، لإصلاح الطرق، ومعالجة التحديات البيئية، ودعم التكنولوجيا، والتقليل من استخدام الوقود في المواصلات، وترشيد اسخدام الطاقة، فتوفر الحكومات من خلال هذه الضرائب بدائل تقلل من استخدام السيارات، مثل الأرصفة المناسبة للسير واستخدام الدراجات الهوائية، ومسارات الدراجات المحددة لتحفيز ركوب الدراجات، وتخفيض أسعار السيارات الكهربائية والهجينة من خلال أسعار مدعومة، وإقامة أنظمة النقل العام المناسبة وغيرها من الإجراءات التي تزيد من كفاءة الاستهلاك والإنتاج وتقلل من التلوث.

فكلها محتكرة من قبل الحكومة، وهي لسيت متوفرة كبدائل بشكل ملائم في الاردن.

تحتكر الحكومة حق وضع الضرائب وتسعير سلع أساسية كالمشتقات النفطية، كما أنها تحتكر أيضاً حق تقديم خدمات عامة (ملائمة) نرجو أن تقدمها لكي لا تختل معادلة الحقوق ويضمحل النمو والتنمية.

Raising gasoline prices and lowering growth – Sep 11,2023

The average price of Octane-95 gasoline around the world is US$1.35 per litre. There is a considerable difference in these prices among countries. Usually, richer countries have higher prices while poorer countries and the countries that produce and export oil have much lower prices (Jordan is among the exceptions to this rule). The differences in retail prices across countries are caused by taxes and subsidies, which vary from one country to another.

The government in Jordan opted to raise the gasoline and diesel prices as of September 1, 2023. It is important from an economic perspective to figure out the standing of Jordan relative to other countries and determine whether such an action places the economy in a depressed state or not. To keep this article short, the focus is on Octane-95 gasoline.


Relative income and pricing
When analyzing and comparing prices, beyond the absolute values of gasoline prices, one needs to look at the relative income in the country and compare the price relative to income among the comparators. The relative price of Octane-95 gasoline in Jordan is 15% of the daily income per person, which ranks Jordan as the 12th most expensive country for gasoline in the Arab world.

In absolute numbers (i.e., in terms of the price of gasoline), Jordan is the 15th highest Arab country.  In the USA, where income is 18.2 times that of Jordan, Octane-95 gasoline is sold at US$1.09 per litre, and in some states it is as low as US$0.7 per litre. Imagine the riots and chaos in the US if the price of a litre went to US$18. Even in Germany, where the average income is almost 12 times that of Jordan, the price is US$2 per litre, which is 1.6% of the average daily income there; in Jordan, it is 15% of the average daily income, in other words, it is 10 times as high in Jordan.

Taxation and growth
Gasoline in Jordan is heavily taxed; some say by 75% (but the formula is nobody’s business, it seems). On the other hand, principles of proper governance dictate that governments use taxes on fuel to fix roads, address environmental issues, and subsidize technologies. Otherwise, the taxes become a tool for additional taxation to generate more income for the government.

Furthermore, the government is supposed to provide alternatives that minimize the use of cars, such as proper pavements and marked bike routes to enable bike riding, electric and hybrid cars at subsidized rates, and proper public transport systems. All of which are monopolized in terms of provision by the government.

Although the discussion above does not address the recent rise in diesel prices, which is used in freight and production in addition to heating, it is vital to point out that raising the price of diesel will adversely affect economic growth in the country and thus possibly derail the achievement of some of the main goals of the Economic Modernization Vision. Why? There are three main categories of inputs that are used in production: capital which is machinery and manmade inputs, labour, and land, which is energy, fuel, water, and minerals. Raising the prices of all three (interest, wages, and energy prices) will not lead to encouraging investment and growth. 

To grow the economy the government must utilize economic (not accounting) principles, work with a long-term perspective, and repeal some of the hurdles already in place. Because countries are not run as companies, there should be no time to waste.
